in Mathematics; minor in Education.

POSITION
- Director, State and Local Services Division, U.S. Department of
Education/OERI/ORAD. Oversees field-based programs that support effective
school reform through research and development, dissemination of exemplary
programs and promising practices, and innovative uses of technology and
telecommunications.
EXPERIENCE
- Joined the U.S. Department of Education (then the Office of
Education) in 1976. As a staff member and eventually acting Division
Director in the Office of Planning, Budget and Evaluation (OPBE), was
responsible for national evaluations of elementary and secondary education
programs including compensatory education (Title I/Chapter 1), block grants,
bilingual education, handicapped, gifted and vocational education.
- Authored major report to Congress on the effectiveness of remedial reading
and mathematics services, established a national network of technical
assistance centers, and examined the fiscal effects of block grants on
big-city school districts.
- From 1987 through 1994, served as Director of the Educational Resources
Information Center (ERIC), a network of clearinghouses and support services
that produces the world's largest education database (available in 3,000
locations worldwide), annually publishes over 200 documents and responds to
over 250,000 public inquiries, and is a pioneer in using the Internet to
provide education services to teachers, students and parents.
- Has spoken and written frequently about federal support for
school reform efforts and Department of Education programs such as the
Regional Educational Laboratories, the ERIC system and the National
Diffusion Network. Has also published widely in the areas of standardized
testing, the impact of federal education programs and policies, research and
evaluation, technology applications in education, and information science.
