Registration and login are required to submit items online and to check the status of current submissions.
Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
- Authorship is clear and submission is reviewable:
◦ The manuscript is entirely the work of the authors
◦ Any necessary permissions for extensive excerpts have been acquired prior to submission.
◦ The submission is not before another journal for consideration, nor has it been previously published (or an explanation has been provided in Comments to the Editor).
◦ The article's topic is education policy. The manuscript itself is properly prepared:
◦ The submission is in a single file, without supplementary files.
◦ The submission file is in a Microsoft Word, RTF, WordPerfect, or PDF format.
◦ The text has had the authors' names removed. If an author is cited, "Author" and year are used in the text and references, instead of author's name, paper title, etc.* All identifying information has been removed from the document. This includes acknowledgements and information embedded in the automatic functions in word processing programs (e.g., authors' names in "properties"). Authors should also ensure that the document does not contain any comments or track changes.
◦ The text generally adheres to the stylistic and bibliographic requirements outlined in the Publication Manual of the American Psychological Association (5th ed.) for manuscripts, or the first author understands that conformance with APA style is required before publication.
◦ The manuscript has no numbered or bulleted paragraphs, or the first author understands the obligation to remove the numbers and bullets after acceptance.The authors understand the common professional obligations of a manuscript submission:
◦ If the research for a manuscript involved human participants, the manuscript's authors are compliant with the applicable legal obligations for their countries, including the approval of institutional review boards.
◦ Authors understand their professional obligation to maintain notes and data sets for a minimum of three years after publication.The first author of the manuscript agrees to participate as a reviewer for EPAA if the manuscript is accepted. Generally, the expectation is that the first author will review one manuscript between acceptance and publication and another manuscript within a year of acceptance. If you did not check "reviewer" when first registering, don't worry. That can be changed later by editors.
- The following information is on hand before starting the submission process:
◦ The first and last name, affiliation, and e-mail address of each author
◦ The title of the paper and an abstract that is under 250 words.
◦ A list of appropriate keywords, including geospatial coverage, time period, sample characteristics, methods/approach, and subject classification (see the ERIC Thesaurus for subject classifications within education). - The prose is written in readable, professional American English and has been appropriately proofread. Before submitting manuscripts to this journal, non-native speakers of English should consider using a copyediting and language editing service that specializes in academic journal preparation assistance.
While EPAA is generally without cost to authors, there are two types of submissions for which EPAA may request payment of reasonable fees for professional copyediting or layout services, when accepted manuscripts require extraordinary preparation. While not all such manuscripts will require payment of such fees by the authors, EPAA reserves the right to charge fees in advance for accepted manuscripts in the categories below if the editor views it as necessary to complete the professional preparation of an article:
◦ Manuscripts longer than 50 double-spaced pages
◦ Manuscripts with more than 6 tables

Articles published in EPAA fall under the Creative Commons Attribution-NonCommercial-NoDerivs 2.5 license. Readers are free to copy, display, and distribute articles that appear in Education Policy Analysis, as long as the work is attributed to the author(s) and Education Policy Analysis Archives, it is distributed for non-commercial purposes only, and no alteration or transformation is made in the work. All other uses must be approved by the author(s) or EPAA. By submitting a manuscript, authors agree to transfer without charge the following rights to Education Policy Analysis Archives upon acceptance of the manuscript: first worldwide serial publication rights and the right for Education Policy Analysis Archives to grant permissions as its editors judge appropriate for the redistribution of the article, its abstract, and metadata associated with the article in professional indexing and reference services.
