Four conceptions about Educational Planning in Argentina’s Educational Reform of the 1990s

Abstract

This article analyses four patterns of planning in the educational reform in Argentina since the approval of the Federal Law of Education: first, planning focused on change, without enough attention to measures that could be useful to consolidate the educational system; second, planning was anchored in a vision of change that may be described as applicable and progressive, as if the impact that change may have on institutions and agents could be predicted; third, planning focused on centralized policies in order to homogenize and organize the systems, despite the goal of bringing the educational system under the jurisdiction of a federal-government-type system; and fourth, a work division was established between the Nation and the provinces, between planning and execution, and between technical and political issues of the reforms.

Flavia Terigi es Profesora de Psicología y Aprendizaje de la Facultad de Ciencias Exactas y Naturales de la Universidad de Buenos Aires; investigadora–docente de la Universidad Nacional de General Sarmiento; Docente de postgrado en las Universidades de Buenos Aires, Comahue, Córdoba y Entre Ríos; y de la Universidad Di Tella. Fue Subsecretaria de Educación del Gobierno de la Ciudad Autónoma de Buenos Aires de junio de 2003 hasta abril de 2006, y antes Directora General de Planeamiento de la misma Secretaría. Ha realizado consultorías para el Instituto Internacional de Planeamiento educativo (IIPE–Buenos Aires), la Organización de Estados Iberoamericanos (sede Madrid) y el Programa para la Reforma de la Educación en América Latina (PREAL, sede ORT Uruguay). Trabaja en temas de curriculum, formación docente y psicología educacional. Es la autora de Curriculum: itinerarios para aprender un territorio, compiladora de Diez miradas sobre la escuela primaria y coautora de La formación de maestros y profesores: hoja de ruta, entre otros numerosos libros y artículos publicados.
