Deliberative democracy in the school management of the state education system of the State of Minas Gerais-Brazil: An invitation for new perspectives

This investigation was based on the hypothesis that participatory institutions (IP) and the mechanisms of participation institutionalized by the governments of the State of Minas Gerais from 1983 onwards boosted deliberative systems in the management of state schools. The methodological procedures used in the research consisted of a review of the narrative literature to survey IP in the management of schools in the period from 1980 to 2006, consulting the data available in the authors; database cataloguing existing IP in schools in the period of 2007 to 2013 and official State documents published from 2014 to 2018. In the data analysis, the qualitative approach of “content analysis” was used. The results showed a school management that changed parameters in the deliberative processes, as well as organizational structures, representatives, and spaces of deliberation. These changes generated an institutional architecture that refers the processes of school management to the theoretical assumptions of the deliberative system.
