This article seeks to answer the following research question: how does the quality of public management serve as a fundamental element for the success of municipal educational policies? To this end, it uses the concept of state capacities and proposes an analytical model to understand the current situation of municipal education departments and how they can enhance their structures and operations to improve educational performance. Finally, it offers reform suggestions to strengthen the state capacities of municipal education departments.
