The change in teacher hiring policy within the framework of two educational reforms in Mexico: A look from institutional analysis and development

The educational reform of 2013 marked the beginning of a public policy for admission to the teaching profession. The 2013 educational reform created a formal, regulated system to hire teachers, with clear legal and administrative rules for assigning teaching positions. In 2018, a new government modified this system. Although the objectives and general rules stayed similar, the legal framework and structure changed. This work is based on the theoretical framework of institutional analysis and development to analyze this change in the teacher employment process in Mexico during the course of two educational reforms.
