Analysis of the implementation of the Digital Functional Settlement (AFD) of government employees in Brazilian federal institutes

This paper analyzes the implementation of the Digital Functional Record (DFR) in 38 higher education federal institutes (HEFIs), considering digital transformation (DT) and Brazilian Federal Public Service context, the 2020–2023 Digital Government Strategy. and the 30-month target date to digitalization of personnel records, established by Normative Ordinance: SGP No. 09 of 2018. Quantitative, descriptive, and documentary research methods were employed. Based on information obtained from the Ministry of Management and Innovation in Public Services (MMIPS) of the use of Digital Functional Settlement (AFD; Assentamento Funcional Digital, in Portuguese) by the HEFIs, it was possible to track the progress of AFD implementation and analyze the status of legacy personnel record digitalization in these institutions. The findings show significant progress in the digitalization efforts undertaken by the HEFIs; however, substantial challenges remain, which appear to be linked to organizational restructuring capacity, including technical, financial, and support awareness, necessary to implement the extensive changes involved in the digital transformation, and especially since no HEFI has yet achieved full digitalization of its personnel documents.
