Abstract

This study explores strategies employed by higher education institutions (HEIs) to address the digital divide, focusing on improving access, developing digital skills and integrating advanced technologies. Using a systematic literature review guided by the PRISMA framework, it analyzes research published between 2005 and 2023 to examine institutional efforts in mitigating digital inequalities. The findings highlight persistent challenges at three levels. At the first level, despite progress in connectivity and resource distribution, disparities remain in access to infrastructure and devices, particularly among remote learners and low-income students. The second level emphasizes the need for targeted digital literacy programs through collaborative efforts involving HEIs, governments and private partners. At the third level, the study stresses the importance of adopting advanced technologies, such as artificial intelligence and establishing centers of excellence to equip graduates for future challenges. The study concludes that bridging the digital divide requires more than technological investments. It calls for continuous professional development, alignment of pedagogy with digital tools, and robust multi-stakeholder partnerships. These insights provide practical guidance for policymakers and education leaders to foster inclusive and sustainable digital transformation in higher education.

Mohd Amar Aziz, Universiti Teknologi MARA Cawangan Pahang Kampus Raub

Mohd Amar Aziz is a senior lecturer and currently serves as Head of Studies at the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA (UiTM) Cawangan Pahang, Kampus Raub. He holds a PhD in public administration from Universiti Utara Malaysia (UUM). His research interests include public management, public policy, innovation management and digital governance, with a particular focus on public sector transformation and governance reform.

Noor Hadzlida Ayob, Universiti Pendidikan Sultan Idris

Noor Hadzlida Ayob is a senior lecturer at the Faculty of Human Sciences, Universiti Pendidikan Sultan Idris (UPSI). She holds a PhD in public administration from Universiti Utara Malaysia (UUM). Her research interests focus on public administration, policy studies, disaster management and digital governance. Beyond her teaching and research responsibilities, she serves as the Deputy Coordinator of the Malaysian Socio-Cultural Wellbeing Research Centre at Universiti Pendidikan Sultan Idris, where she supports interdisciplinary and policy-relevant research initiatives, as well as institutional capacity building in governance contexts.

Noor Azira Ayob, Universiti Teknologi MARA Cawangan Negeri Sembilan, Kampus Seremban

Noor Azira Ayob is a senior lecturer at the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA (UiTM) Cawangan Negeri Sembilan, Kampus Seremban. She holds a PhD in political science from Universiti Kebangsaan Malaysia (UKM). Her research interests focus on governance, policy studies, gender and governance, and political economy, with particular attention to the roles of women in governance and society within the context of digital governance and technological change.

Yarina Ahmad, Universiti Teknologi MARA Shah Alam

Yarina Ahmad is a professor at the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA (UiTM). She holds a PhD in sociology from Monash University, Australia, and her academic expertise spans social and policy studies, socio-economic development, and public policy. In addition to her academic and research contributions, she currently serves as the Assistant Vice-Chancellor of the Institute of Leadership and Development (ILD) at UiTM, where she provides strategic leadership in strengthening leadership capacity and talent development across the university.

Kamaruddin Abdulsomad, Lund University

Kamaruddin Abdulsomad previously served as a reader at Lund University, Sweden, and holds a PhD in economic history from Lund University. His scholarly interests focus on development policy, innovation and technological change, including public sector innovation and public–private partnerships, with particular attention to innovation and the role of institutions in emerging economies in Southeast Asia.
