Public sports policies in interface with education: Planning educational sports in Brazil between 2003 and 2024

The aim is to analyze the planning and implementation of educational sports policies in Brazil between 2003 and 2024. This research study involved an interpretative method, qualitative approach, bibliographic review, and documentary analysis, based on the Multi-Year Plan (PPA), guidelines, notices and reports. Data analysis was inspired by the critical-dialectic theoretical framework. The results showed that the PST corresponds to the main public policy for educational sports and was present in the PPAs (2004-2007; 2008-2011; 2024-2027) of the Lula governments. In the PPAs (2012-2015; 2016-2019), of the Dilma/Temer governments, the PST lost notoriety due to the agenda of mega sporting events. In the PPA 2020-2023, of the Bolsonaro government, the public policy for educational sports suffered implications due to the dismantling of Mesp, as well as weaknesses in its planning. Furthermore, in the event of the reelection of Bolsonaro, the guidelines for the “Vem Ser!” Program, which would replace the PST from 2023, already existed on the official website. It is concluded that educational sport, despite being indicated as a priority, has undergone advances and setbacks in different governments, has not been universalized and has not gone beyond a program design focused on people who are socially vulnerable.
