The internationalization of the German Dual Vocational Training System: Factors for its implementation in other countries

Widely recognized internationally, the German Dual Vocational Training System is characterized by the excellent qualification provided to its apprentices by combining training in the workplace and school. As such, the number of plans for the implementation of this system in other countries increases every year. This article examines the current structure of this system and the factors that are necessary to export it successfully. In the context of previous research, reports from German public institutions, official documents, legislative texts, relevant specialist sources and information obtained through other qualitative research techniques are analyzed. The essential elements addressed in this study include consensus between the social partners, training plans, the accreditation of trainers, the creation of supra-enterprise training centers and the establishment of observatories. By adopting this dual system, it is possible to adapt professional qualifications to the production requirements of companies, to provide the labor market with the necessary specialists, and to integrate young apprentices socially and occupationally.
