Subjects of the management team of the Brazilian Ministry of Education (1995-2002): Constitution of a politico-educational culture

This article aims to analyze the constitution of a politico-educational culture, which began in the 1990s and focused on the subjects of the management team of the Ministry of Education of Brazil between 1995 and 2002. The concerns for this study arose from the intense debate about the recent high school reform of 2017, mainly from the analysis of whether it was a resumption of the political-educational culture of the 1990s. The study is based on a bibliographic analysis of academic works on the topic and the theoretical frameworks that ground them. Gephi software was used as a tool of analysis. The authors conclude that the theoretical bases for the constitution of a politico-educational culture established between 1995 and 2002 reveal the existing tensions around the definition of an educational project that maintained its influence within the Brazilian educational agenda according to the individual subjects who composed its management team and their actions.
