Public policies for access to private higher education and their effects on the quality of Brazilian education

Abstract

Statistics relating the policies of expanding access to higher education with the quality of education focus mainly on the impacts of affirmative actions on the quality of education offered by public HEIs. To extend this analysis to Prouni and Fies, this article aims to evaluate the effects of different grants and funding to the federal government through Prouni and Fies, on the Enade Concept, considering the years 2009, 2012 and 2015. For this, multilevel regression models with panel data were estimated. The results allow us to identify what Prouni Integral positively influences the quality of education, while receiving funding through Fies only has no applied effects. These results contribute to the debate related to the positive and negative aspects of these policies, altering the positive potential Prouni and the need for revisions, under different aspects, of the Fies.
