Teenagers in secondary school for youth and adults: An analysis of recent educational policies in the province of Buenos Aires, Argentina (1999-2023)

This article analyses the way in which educational policies have addressed the problem of adolescents' access to secondary education for youth and adults in the province of Buenos Aires (Argentina) between the years 1999-2023. To do this, qualitative and quantitative techniques are used. Thus, first a chronological tour is carried out through the official normative that has regulated the operation of this educational modality within the jurisdiction, examining how it has dealt with the entry of minors into it. Next, the statistical data from the annual educational surveys are considered, reviewing how the normative transformations have impacted the absolute and relative weight of students ages 12-17 who attend these school proposals. It is concluded that in this jurisdiction there has been a predominant trend during recent history to restrict the access of adolescent students to this type of school offerings and that their schooling takes place in common secondary schools.
