Teacher remuneration in the Siope: Limits and potentials of an analytical database

The objective this article is to problematize the limits and potential of the analytical database of the Brazilian information system about public estimate in education (Sistema de Informações sobre Orçamentos Públicos em Educação [Siope]), for the research about teacher remuneration. In addition to legislation and research literature specific to the theme, the extraction, organization, and analysis of the Siope data were supported by IBM SPSS Statistics software. The analytical possibilities of the Siope database were tested from data collected from the city of Piauí in 2019. The Siope data shows the noncompliance with the national professional salary floor in 1/3 of pay for 12,717 teachers in 163 cities. Based on this result, Siope has significant potential for research on teacher remuneration, containing detailed data on educationional workers in the Brazilian cities, including teacher formation, workload and remuneration policy. However, the inappropriate use of the concepts of salary and remuneration indicate the need to modify the organization form and data feed, necessary conditions for this source to provide information about the social control and public education policy.
